3Install the four cap screws (threads coated with blue Loctite #243) securing the upper bearing bracket to the upper support plate; then tighten the cap screws to specifications
7With the lock rod in position to the two bottom caps and the cap springs in place, thread the cam lever into the lock rod far enough to hold the handlebar in position8Depress the lock pin, lift up on the cam lever, and swing the handlebar up and rotate to the desired position; then press down on the cam lever until the lock pin is properly positionedCheck steering for maximum rightleft turning capabilities
